Users eligible to claim $VEGAS via airdrop are determined by taking a snapshot of all addresses which have staked LUNA at a specific block time (probably other communities too not just luna stakers).

Amount of $VEGAS available to claim by a particular wallet is proportional to that wallet’s share of LUNA staked.
